Under English law, specifically the Animal Welfare (Licensing of Activities Involving Animals) Regulations 2018 and Lucy's Law (2020), buying a dog directly from a licensed breeder isn't just the safest option; for puppies under six months, it's the law.

Here is your ultimate buyer's checklist based on the strict regulations our breeders must follow.

1. Verify the advert & licensing details

Under the 2018 Regulations, any business that breeds three or more litters a year, or breeds and advertises dogs for sale, must hold a valid licence from their Local Authority.

What to look out for:

  • Licence details: Every advert must clearly list the breeder's official licence number and the issuing Local Authority.
  • Accurate photos and age: The advert must feature a recognisable photo and the age of the specific puppy being offered.
  • No third-party sellers: Under Lucy's Law, commercial pet shops and third-party dealers are banned from selling puppies under 6 months old. The person selling the puppy must be the person who bred it.

2. The visit: seeing Mum & the environment

Under the law, a puppy can never be sold or separated from its biological mother before 8 weeks of age, and you must always be allowed to see them together where the puppy was born and raised.

What to check when you visit:

  • Is Mum present? Always insist on seeing the puppy interacting naturally with its biological mother. Watch how they interact, mum should be relaxed, and the pup should be comfortable around her.
  • Born and raised on-site: The sale must take place at the licensed premises where the puppy was born and reared. Never agree to meet in a carpark, station, or intermediate location.
  • Living conditions: Licensed breeders must provide clean, warm, draught-free sleeping areas where each adult dog has a separate bed and enough space to stand on its hind legs, lie down stretched out, wag its tail, walk, and turn around.
  • Whelping setup: Ask to see the whelping area, which legally must be kept at a controlled temperature (26–28°C) with space for the bitch to step away from heat sources.

3. Health, records & medical history
